Protect Patients and Physicians Privacy Act - Grants individuals the ability to opt out of any federally mandated, created, or funded electronic system for maintaining health care information. Amends title XI of the Social Security Act to repeal:
(1) the requirement that the Secretary of Health and Human Servives adopt standards providing for standard unique health identifiers; and
(2) the offense of wrongful disclosure of individually identifiable health information. Prohibits the use of federal funds to support, encourage, or otherwise promote the use of standard unique health identifiers in any federal, state, or private health care plan. Requires informed consent for the sharing from electronic medical records of any information created pursuant to a federally mandated, created, or funded program. Prohibits health information from an individual medical record from being placed in a federally mandated, created, or funded electronic system of health information, absent a signed, informed consent from the patient involved. States that the federal government may not require a health care provider to participate in any federally mandated, created, or funded electronic system of maintaining health care information. Prohibits sanctions against a health care provider for failing to participate in such a system.
